Scary, isn't it? First saw that a year ago. Most restraint systems seem to be for the safety of the human occupants, to prevent flying objects from clobbering them. You might like this site too:

I was picking Marty up from grooming and I saw a woman open up her car hatchback and there was a very small space behind the back seat and she shove her poor dog in the space . The poor dog was not able move and was right on top the door. I was going to say something to the woman but I knew it would had done no good . I did say something to woman at the front desk and she said she would let a vet know . I want to get Marty a safety harness but after seeing the videos I posted I am not sure what kind to buy now. When I saw the dog at the groomer I notice he looked frighten when being walked to the car and now I know why . If the owner hated getting fur all over car I wonder why she got a long fur dog in the first place or for that matter why even own a dog??
