New swelling nearly six months post neuter

My yorkie Nico was fixed nearly 6 months ago, but yesterday he started walking funny, with his little bottom tucked under. When I investigated, what is left of his scrotum is red and irritated. It is a little more swollen today and he is not a happy camper. Any ideas what this could be or treatment ideas? I am broke so I need to avoid the vet if possible.

You sure it's the scrotum? 6 months post neuter is normally long enough for healing to be complete.

You sure the dog is scooting? (walking funny, dragging butt on the ground)
If so, this is completely different and is usually associated with impacted anal glands (normally not super-serious but even if you are broke, for THIS potential job you'll want your vet to take care of it).

If this is the case and the scrotum is also rubbing on the floor...makes sense that it would be red.

So next logical question is...have you noticed any pooping issues?
