Airlines & pet carriers' heights

Hey, new user here :)

I'm moving with my (8 year old, 18lb) cat this August and I'd really like to have him in the cabin with me but West Jet says that soft-sided carriers can only be 8.5" high, Air Canada says 10.5" and my cat is about 14" tall... The carrier I use right now to take him to the vet is 11" and he can turn around in it, though obviously he can't fully stand up in it.

Do you think the people at either West Jet or Air Canada would be okay with this? :| Googling around, I've seen that some people have gotten away with similar stats. I really don't want to put my cat in cargo...
