I was looking in the lost and found on the Toronto Humane Society's website and there are two postings for white budgies, one in Missasauga (which is far) and one in Scarborough. The budgie you have found is a female, hopefully you can connect with the owner.

by the looks of the picture he is chilled, do you have him in a cage? he may need a bit of heat put in the cage, best way to do this is to cover 2 or 3 sides with tinfoil and then turn on a lamp close to the cage
