It could be something as small as a thorn or a grass awn, Charlies mam, and wouldn't necessarily cause him enough pain to have him pawing at it. A scope and flush would be a good idea at this point, imo. If there's anything in there, a flush may well dislodge it.
What kind of shrubs are they? Anything that has thorns?
