It might be a sebaceous cyst. You might want to try daubing it with an epsom salt solution 4 to 5 times a day for a few minutes each time. If you don't see it drying up in a week, I'd try a second opinion. If you still can't get a diagnosis, a Veterinary Teaching Hospital might be a good choice. They see so many more cases at a VTH than a regular vet--you can't beat that experience! You may need a referral from your vet and it tends to be more pricey, though.
