It could be a symptom of an enviromental allergy for example pollens

If a dog does start producing a lot of eye discharge outside of normal that is ongoing , even if not yellow or green, it is still a good idea to discuss with a vet then they can check if any eye surface scratch, embedded dirt, an eyelash that growing in toward the eye etc
