How is she with you just touching her feet & nails without any clippers present?

I would start with a manual stainless steel nail file such as this one by Miller's Forge, I have this one myself used for a dog who was quite touchy about his feet. Once you get her used to her feet being handled and the nails being filed with no painful outcome, then you can consider either trying again with clippers or using an electric file as I hear some of those can be noisy and may make the dog nervous. I've not used any electric files so I can't comment on that but I'm sure someone who has will be along with some tips.
