All good points about stupidity all around and both parties can be blamed for what happened, but what bothers me most about this story is that the dog's owner tried to take off.

I own 3 Shih Tzu's and you want me to kill them? That is like me telling everyone on here that has a pit bull, yea kill them, they bite. I find that comment extremely uninformed and uneducated. The lady, yea I feel bad for her. But compensation will pay for her to have a face lift, nose job whatever. She was stupid to pet the dog. The owner was stupid for bringing her dog in there. The real loser..the dog.
