What an ordeal.  Sadly, it could well be vacciniosis. Hard to treat--and the fact that most vets don't want to deal with it makes it harder.
A couple of questions:
Have you tried a raw diet?
Has she been on steroids recently and did it still help her?
What meds is she on now?
