Unfortunately the law here in QC stipulates food, shelter and water. That's it.
Tread carefully with this one, as, like any other abusive situation, aggravating the owners can make it worse for the victim, as will removing the victim from the situation and placing him/her at the SPCA.
Are the owners at work all day?
