Yes voluntary is better than forced, but after working in a Product Safety dept of a retailer corp. I know there are MANY ways of testing batches each time if a company wants to prevent recalls... all they haev to do is invest a little bit of $ to ensure that each batch where there is a forumla/any production change is tested... unfortunately it costs money and we know what that means...
