First, your Duck seems pretty old, at 13 years for a duck its quite an advanced age and the fact that it doesn't lay eggs is understandable. Chances are that age is the major factor, the lifespan for a pet Duck is often less than 10 years or so. Still i would suggest a visit to the vet for checking.
