A common domestic shorthair would fit what you are looking for, in terms of short fur, and be very easy to find . However, as a warning, all cats shed, and need to be brushed regularly to keep loose fur under control. Honestly, my shorthairs seem to shed almost more than the long furred cat. (Although maybe it's just that brushing the tangles out of long fur gets loose hair out at the same time.)
If you are investigating Manx cats be sure you are well aware of possible health problems. The same gene that causes no tail, can also cause other health problems as well. Not in all Manx cats, but in some, it can cause problems.
